What the Gambling Commission fines casinos for

The penalties shown above are usually imposed for two main reasons: failures to protect customers from gambling related harm and/or failure to undertake adequate source of funds (SoF) checks.

Failures named in the 58 online actions above

  • Safer gambling50
  • Money laundering47
  • Self-exclusion5
  • Marketing6
  • Unfair terms3
  • Technical standards1

Most actions name more than one failure, so the bars add up to more than 58.

Gambling related harm includes a casino customer losing £1.1 million over a period of 3 years. Checks were also not undertaken in a 24 hour period during which a new customer lost £5,000 at a different online casino.

These money-laundering failures are a result of insufficient source of funds checks. For instance, some casinos allowed customers to deposit large sums without checking the source of the funds. Others, as source of funds checks, accepted payslips in lieu of bank statements.

Other failures include emailing a gaming offer to more than 40,000 customers who were on a self-exclusion list, and placing a betting company’s logo on a children’s color-and-dot-to-dot activity sheet on a football club’s website. Some betting companies have been penalized for using unfair terms in their contracts with customers.

Online operators fined more than once since 2021

A total of 10 online betting and/or gaming companies are represented at least twice in the list of failures.

  • Platinum Gaming Limited2 actions: £2.94m (2023), £10m (2025)
  • WHG (International) Limited2 actions: £12.5m (2023), £82,687 (2025)
  • In Touch Games Limited2 actions: £3.4m (2021), £6.1m (2023)
  • 888 UK Limited2 actions: £9.4m (2022), £86,843 (2025)
  • Petfre (Gibraltar) Limited3 actions: £2.87m (2022), £240,000 (2025), £900,000 (2026)
  • Spreadex Limited2 actions: £1.36m (2022), £2.02m (2025)
  • Videoslots Limited2 actions: £2m (2023), £650,000 (2025)
  • Greentube Alderney Limited2 actions: £685,000 (2021), £1m (2025)
  • AG Communications Limited2 actions: £237,600 (2022), £1.41m (2025)
  • ProgressPlay Limited2 actions: £175,718 (2022), £1m (2025)

Repeat offending by a license holder, or failure to heed the consequences of a previous action, warrants a stronger response from the Commission. For example, the £7.8 million fine imposed on 888 in 2017 for mishandling vulnerable customers provided little incentive to modify its practices. Other license holders, including some on our list of casinos with no fines from the Commission, have had no sanctions imposed on them.

UKGC fines by year

The Commission took 21 actions of £50,000 or more in 2025.

  • £19.27m202112 actions, from March
  • £46.01m202218 actions
  • £41.48m202316 actions
  • £6.65m20242 actions
  • £22.21m202521 actions
  • £6.53m20265 actions, to September

The totals swing with a few very large cases. 2022 and 2023 were driven by Entain, William Hill and 888. 2025 had the most actions but smaller amounts, apart from the £10 million fine on Platinum Gaming, which runs Unibet.

Fine or settlement: what the difference means

Both cost the company money. The route to get there is different.

  1. A problem is foundUsually during a compliance assessment, a visit where the Commission tests how a business checks its customers.
  2. The licence is reviewedThe Commission can open a formal review of the licence, and in serious cases suspend it while it looks.
  3. The outcomeA financial penalty, or a settlement where the company agrees to pay, often with a warning, extra licence conditions or a third-party audit.

The Commission issues a fine. The register states that the Commission and the operator agree on a settlement, called a “payment in lieu of a financial penalty.” The money is used for charitable purposes. The Commission publishes a press release and the operator pays the costs incurred by the Commission.

The most severe outcome is the revocation of the licence. TGP Europe was instructed by the Commission in 2025 to improve and pay a £3.3 million charge, and chose to close its UK business by opting to forfeit its licence.

None of the outcomes resolve player disputes and the Commission does not reimburse customers. If you have funds owed by a casino, the recommendation is to utilize the casino’s internal complaint process and/or use a third-party ADR service, as detailed in our casino complaints guide.

Fines behind the casinos we review

Every casino we cover has been checked against this list and the register.

  • Casumo

£6 million fine in March 2021, under its previous licence holder Casumo Services Limited.

  • BetVictor

A £2 million settlement was issued in February 2022.

  • BetMGM

The licence is held by LeoVegas Gaming PLC, which was fined £1.32 million in August 2022.

  • Grosvenor

Rank Digital Gaming (Alderney), which operated grosvenorcasino.com, settled with the Commission in the amount of £700,557 in January 2022.

  • MrQ

The previous licence holder, Lindar Media, settled in the amount of £690,947 in September 2023.

  • kwiff

No company fine, but its chief executive and finance chief received personal licence warnings in 2024.

  • Duelz, Midnite, LiveScore and BoyleSports

No action found in the register or the enforcement news back to March 2021.

Smaller penalties and personal licence actions

Beyond the headlines, there are many entries in the register.

The Commission’s regulatory action register shows 137 actions, running from October 2, 2023 to September 15, 2026. The register includes fines for small businesses, such as lottery clubs and societies, for failing to submit regulatory returns. The fines range from about £150 to several thousand pounds. A couple of the actions on the register are against small arcades for failing to ensure gambling was not occurring in a manner that was less safe.

Of the 137 actions, 37 are against individuals. The Commission can take action against individuals, such as warning or suspending a person’s license. This is of particular importance when determining a casino’s suitability, as a company may have a good reputation, but the individuals who ran the company may have been warned. This was the case with the individuals who ran kwiff’s licence holder in 2024.

Detailed public statements stay on the Commission's website for only three years. For older cases, such as MrQ's 2023 settlement, the news release is the part that remains online.
